Town Supervisor 

With a lifelong commitment to the Owego community and over four decades of diverse professional experience, Gary Helmers serves as the Town Supervisor for the Town of Owego. His leadership is defined by a deep-rooted dedication to public safety, infrastructure, and governmental transparency.

​Gary’s career is anchored by a distinguished 42-year tenure in law enforcement. Throughout his service, he held several high-level roles and earned numerous accolades, including:

  • Served as a member of three SWAT teams and acted as a Master Instructor for New York State and National K9 teams.
  • Previously served as the PBA President for the Vestal Police Department.
  • Recognized for his excellence in the field as a recipient of both Officer of the Year and Investigator of the Year awards.

​In addition to his police work, Gary spent 14 years as a Fraud Investigator for New York State, honing the investigative skills he now applies to ensure fiscal accountability within the town government.

​​Gary brings practical, hands-on experience to his role as Supervisor. His background in construction (working as a paver and oiler) gives him a unique, first-hand understanding of the infrastructure needs—such as roads and sewage treatment—that are vital to the Town of Owego.

​As a local small business owner, Gary and his wife, Barbara, operate G&B Farms, a horse boarding facility in Owego. This role keeps him closely connected to the needs of the rural community and the local agricultural economy.

​Before being elected Supervisor, Gary served for three years as a Councilman on the Owego Town Board. His administration is currently focused on:

  • Transparency -  Implementing set office hours and increasing accessibility for all residents.
  • Accountability - Bringing a "Type A" work ethic to town business, often starting his day at Town Hall as early as 6:00 a.m.
  • Community Safety - Leveraging his extensive background to ensure Owego remains a safe and vibrant place to live.

Dean has been on the Town Board since 2006. He currently serves as the Chair of the Planning & Zoning and Parks Committees. He is also a member of the Water & Sewer Committee and is the Town of Owego Deputy Supervisor.
