Payments

Payments are accepted in person or by mailing to the Town of Owego, 2354 State Route 434, Apalachin, NY 13732.  

When paying in person, please bring the complete bill, the usage portion will be stamped and is your receipt. When paying by mail, your cancelled check will serve as your receipt.    Currently only checks, money orders and cash are acceptable payments in person. Debit and Credit Cards are only accepted online at this time.

 All invoices for the current year must be paid prior to or on September 30. Any unpaid balance as of  September 30 will be re-levied on the Town and County Tax bill for the property.  If you use a bank service to make your payments, make sure you have the account number and property address included on the check. 

Unidentifiable payments will be returned to the source. Will have $150 Admin fee and be re-levied.

  • District 3 – Bills Mailed March 1 – Date Due March 31
  • District 4 – Bills Mailed April 1 – Date Due April 30 
  • District 7 – Bills Mailed Jan 1, April 1, July 1, Oct 1 
  • District 7 – Date Due Jan 31, April 30, July 31, Oct 31 
  • District(s) 1,2,5 – Bills Mailed June 1 – Date Due June 30
  • District 3 – Bills Mailed July 1 – Date Due July 31 
  • District 4 – Bills Mailed August 1 – Date Due August 31

Unpaid water/sewer bills due on the above dates incur a 10% penalty.  Any water/sewer bills that are unpaid as of September 30th will be placed on the Town and County tax rolls for collection.  Add $150 Admin fee.

Water and Sewer Rates for 2025

Water Rates:

  • $42.00 for the first 6,000 gallons
  • $6.25 for each 1,000 gallons after
  • $6.00 service fee for each reading
  • $39.91 Water Capital Charge

Sewer Rates :

  • $50.40 for the first 6,000 gallons
  • $7.42 for each 1,000 gallons after
  • $41.00 Sewer Capital Charge
  • $ 153.33 Sewer Flat Rate

District 7 (Rt. 38) Rates:

Water Rates:

  • $40.00 minimum for 76000 gallons
  • $6.25 for each 1,000 after
  • $ 5.00 service fee for each reading
  • $3.00 per 1,000 gallons Capital Charge

Sewer Rates:

  • $375 Sewer flat rate
  • $ 30.00  per 1000 after 17600
  • $5.00 per 1,000 gallons Capital Charge
